District Engineer Roberto Nicolas, along with four accomplices—namely, Tess Orquia, Engineer Melody Dominguez, Engineer Luisito Ponancio, and alleged bagman: Vilma Gomez were caught in a video entrapment by PACC, headed by Commissioner Greco Belgica .
According to Commissioner Belgica, the president was furious when he saw the P4 Million being handed to the accused, as an initial payment for its P20 Million “Standard Operating Procedure” fee, for a guaranteed win in the bidding of a P70 Million steel parking project that the contractor was vying for.
The probe began after an anonymous report was given to the Presidential Anti-Corruption Commission (PACC), which led to lifestyle checks against the accused, and the filing of administrative and criminal charges in the Department of Public Works and Highways (DPWH) and the Office of the Ombudsman.
