In partnership with the Department of National Defense (DND) and the Armed Forces of the Philippines (AFP), the Presidential Anti-Corruption Commission (PACC) was tasked by the President to investigate reported anomalies at the V. Luna General Hospital in Quezon City, following a complaint from a soldier who was a victim of sub-standard medical procedure done in the hospital. (as seen in the photo)

The investigation revealed several top military officials involved in anomalous purchases of equipment and fraudulent transactions in the Health Services Command unit of V. Luna Hospital—such as “ghost-purchasing”, splitting of contracts [to circumvent the mandatory bidding process], and inventing fictitious suppliers.

22 AFP Officers were relieved from duty and are subject to court-martial procedure, including Brigadier General Edwin Leo Torrelavega and Colonel Antonio Punzalan, among others.
