Pastor Pedro Villarin Jr., who was released under the GCTA Law (Good Conduct Time Allowance) in January 2018, surrenders to PACC and shall be turned over to the Bureau of Corrections (BuCor) for re-evaluation.
Pastor Villarin carried a penalty of 6 years up to 17 years and 6 years and a day up to 20 years. According to PACC Commissioner Greco Belgica, Pastor Villarin completed the minimum sentence and was more than qualified for release, even without the GCTA.
As stated in the data given by BuCor, more than 20,000 convicts were released under the GCTA since 2014 and 1,914 of whom were found guilty of heinous crimes.
