Despite being given an initial payment of P111.23 million and an additional P95.77 million, amounting to P207 million in total for the construction of 2,559 units in four municipalities of Eastern Samar alone—only 36 units (or 1.41 percent) were completed when the contract worth P741.53 million was terminated on Nov. 27, 2017.

Based on PACC’s findings, 12 Officials of the National Housing Authority (NHA) gave “unwarranted benefits, advantage, and preference” to a lone contractor who “fraudulently misrepresented its technical capacity” in claiming the nine projects for the Yolanda Permanent Housing Program. (YPHP)

This being the case, the Presidential Anti-Corruption Commission urges the Office of the Ombudsman to expedite the filing of administrative and criminal charges against the 12 NHA Officials over the unfinished Yolanda housing projects.
